Date d’entrée en fonction : Immédiatement NATURE DU TRAVAIL Le poste consiste à fournir des conseils et une expertise aux gestionnaires de la commission scolaire afin de favoriser une gestion optimale des ressources humaines. La personne titulaire joue un rôle clé dans la représentation de l'organisation pour toutes les questions liées aux relations du travail ainsi qu'à l'application et à l'interprétation des différentes conventions collectives couvrant l'ensemble des accréditations syndicales. Les responsabilités comprennent également la gestion de tous les dossiers relatifs à l'invalidité des employés. RESPONSABILITÉS DU POSTE Le poste comprend notamment, mais ne se limite pas, aux responsabilités suivantes : Relations du travail • Planifier et tenir les comités de relations du travail pour toutes les accréditations syndicales, y compris les sous-comités des secteurs de la formation professionnelle et de l'éducation des adultes, et en assurer le suivi; • Participer à la négociation des ententes et arrangements locaux; • Planifier et tenir le comité de santé et sécurité au travail et en assurer le suivi; • Planifier et tenir les autres comités liés à l'application des conventions collectives; • Fournir conseils et expertise et coordonner toutes les activités liées à l'application et à l'interprétation des différentes conventions collectives et des lois du travail; • Soutenir et accompagner le personnel de gestion dans l'application des mesures disciplinaires et administratives; • Analyser les griefs, assurer le suivi des dossiers soumis à l'arbitrage ou portés devant les tribunaux supérieurs; • Veiller à la conformité des pratiques de gestion avec les conventions collectives dans l'ensemble de l'organisation et proposer les mesures appropriées; • Coordonner l'élaboration et l'application des politiques et procédures relatives au harcèlement sexuel et psychologique et superviser les mesures préventives et correctives requises; • Mener les négociations locales et coordonner la mise en œuvre des nouvelles dispositions. Dossiers d'invalidité médicale • Établir des processus et des normes afin d’assurer le traitement confidentiel et la conformité de toute information médicale; • Évaluer la pertinence des expertises médicales et assurer le suivi des recommandations qui en découlent; • Assurer le suivi des dossiers d'invalidité de longue durée et recommander les mesures administratives appropriées lorsque nécessaire. QUALIFICATIONS REQUISES Nous recherchons des candidats possédant les qualifications suivantes : • Baccalauréat dans un domaine pertinent comprenant un programme universitaire d'au moins trois (3) ans; une formation en ressources humaines constitue un atout, ou occuper un poste de direction supérieure ou de cadre supérieur au sein d'une commission scolaire pour lequel un diplôme universitaire de premier cycle est exigé selon les qualifications minimales; • Cinq (5) années d'expérience pertinente. Start date: Immediately NATURE OF THE WORK The position consists in providing advice and expertise to the administrators of the school board to promote the optimal management of human resources. The candidate plays a key role in representing the organization in all matters pertaining to labour relations and to the application and interpretation of the various collective agreements for all union accreditations. More specific responsibilities also encompass the management of all matters related to employee disability. CHARACTERISTIC FUNCTIONS The position includes, but is not limited to, the following responsibilities: Labour Relations • Plan and hold labour relations committees for all union accreditations, taking into consideration subcommittees for vocational and adult education sectors, and ensure proper follow-up; • Participate in the negotiation of local arrangements and agreements; • Plan and hold the health and safety committee and ensure proper follow-up; • Plan and hold other committees pertaining to the application of the collective agreements; • Provide advice and expertise and coordinate all activities pertaining to the application and interpretation of the various collective agreements and labour laws; • Support and assist the management staff in the application of disciplinary and administrative measures; • Analyse grievances and follow through on matters filed for arbitration or deferred to higher courts; • Ensure compliance of management practices with the collective agreements throughout the organization and propose actions accordingly; • Coordinate the elaboration and application of the policies and procedures pertaining to sexual and psychological harassment and oversee the preventive and corrective measures required; • Proceed to local negotiations and coordinate the implementation of new dispositions. Medical Disability Dossiers • Establish processes and standards to ensure the confidential handling and compliance of all medical information; • Evaluate the pertinence of medical expertise and ensure the consequent follow-up of the medical recommendations; • Follow up on long-term disability cases and recommend administrative actions when required. REQUIRED QUALIFICATIONS We are looking for candidates with the following qualifications: • Bachelor’s degree in a relevant field of study certifying a minimum three-year (3) university program; a degree in the human resources field would be an asset, or hold a senior executive or senior staff position in a school board for which an undergraduate degree is required under the minimum qualifications; • Five (5) years of relevant experience.
